INSTITUTIONAL ยท GRUNDNORM
InstitutionalThe institutional layer of law
Where the meaning of the law stops being an opinion of the machine and becomes an act of authority, verifiable by anyone.
Putting AI on top of the text of the law is easy; doing it in a way that a State, a regulator or a court can answer for the result is another matter. Grundnorm adds the missing piece: a governance layer in which the canonical meaning of a norm is not fixed because a model says so, but because responsible authorities ratify it through a multi-signature process, and it is sealed in a tamper-proof manner, verifiable by third parties.
The machine proposes. The authority fixes. The chain proves it.
The entire institutional architecture rests on a strict separation of responsibilities. Automated analysis proposes a meaning that is decomposed and anchored to the text; but nothing becomes canonical until whoever holds authority signs it, and everything signed is recorded in a way that cannot be altered or denied. It is the difference between "a model believes the norm says X" and "these authorities have fixed that the norm says X, on this date, and here is the proof".
Governance principles
Separation of provenance (N0 / N1 / N2)
The system distinguishes three levels: what the machine generates, what an expert validates, and what a sovereign authority seals. The level of force of a meaning depends on who answers for it, not on which model produced it.
Multi-signature consensus โ "not modifiable except by consensus"
A meaning is sealed only when a quorum of authorized signers signs it, including at least one sovereign authority. The threshold is configurable by jurisdiction and subject matter, with a minimum that cannot be degraded. "Not modifiable except by consensus" is here a technical condition, not a slogan.
Key custody held by the institution
Each signer holds their own key and signs with it; the platform stores and verifies only their public key. No authority cedes to the operator the ability to sign on its behalf.
Authority as of a date (point-in-time)
A signature counts only if the signer was authorized on the day they signed. Revocation is point-in-time: what was signed before revocation remains valid; what comes after does not. Mandates have a start and an end, and the system respects that retroactively.
Separation of functions
Whoever registers a signer cannot be that signer. Registering authority and exercising it are distinct acts, with distinct responsible parties.
Amendment lineage โ the past is not rewritten
The meaning can change, but only by creating a new version that supersedes the previous one and that must reach its own quorum from scratch. What is already sealed is never overwritten: the registry preserves the complete lineage of versions.
Immutable ledger + public anchoring
Each seal is written to a tamper-resistant chained ledger and is anchored in an external public registry. Any third party can verify integrity without having to trust us.
Verification as a prior gate
Before reaching signing, each unit of meaning must be anchored in the source text (no fabricated content) and converge across independent readings. What is firm becomes fixable; what is genuinely ambiguous is flagged for human judgment, never fixed in silence.
The cycle
Every step leaves a trail. The result is not an answer: it is an institutional act with cryptographic proof.
What a third party can verify
Without privileged access and without trusting the operator, anyone can verify:
- that the signatures are cryptographically valid and come from signers authorized as of the date;
- that the required quorum was reached, with sovereign authority present;
- that the ledger chain has not been altered at any point;
- that each amendment references and respects its lineage of versions.

An institution that wants to be the first?
We work with governments, regulators and courts that want to fix the meaning of their law in a verifiable way. We are being born and we say it honestly: there is a working prototype, adaptable to the legal architecture of each jurisdiction.
